Latest update from Berkeley Electric is that it believes by 8:00 PM this evening, Friday September 6th, the power should be restored to 80-90% of Seabrook Island with the balance restored no later than Saturday morning, September 7th.
 
SIPOA contractors are continuing to remove debris from the roadways on the island.  The Town again urges residents not to attempt to return to the island before noon on Saturday, September 7th, to avoid interfering with that effort.

​September 6, 2019 -- 12:30 pm
 
Hurricane Dorian has passed, and our area is in the clear.  Gov. McMaster has lifted the evacuation order as of mid-morning on Friday, September 6th. The SIPOA has debris removal crews clearing the roads. That task is anticipated to continue through Saturday, and possibly Sunday. Residents should not plan to return to the island until noon on Saturday, September 7th, in order to avoid interfering with the POA’s cleanup effort. Many hanging limbs have yet to be removed, and there are still several driving hazards on our roads. 
 
We have spoken with Berkeley Electric and, as of noon today, they have crews working on the island. Portions of the island have already had power restored and Berkeley anticipates that all areas of the island will have power restored over the next 24 hours.
 
The Town has begun its initial damage assessment which indicates little property damage and some damage to trees.
 
The Town is now at readiness status “Normal Operations”.
 
The State of Emergency declared by the Mayor at the special Town Council meeting held on Tuesday, September 3rd, has been lifted.  Town Hall will reopen on Monday, September 9th.

September 5, 2019 -- 1:30 pm
 
Hurricane Dorian is now a category 2 hurricane and arrived about 30 - 40 miles off the Charleston peninsula at 12:30 pm on Thursday, September 5th. Total rainfall is expected to be about 10” with 3” – 4” more rainfall expected before the storm moves on. Tropical storm force winds (up to 73 mph) with the potential for hurricane force gusts (up to 95 mph) will continue in our area until late Thursday night, September 5th, or early Friday morning September 6th. With midday high tide on September 5th, storm surge inundation will be less than previously expected. Power was lost on Seabrook Island early Thursday morning, September 5th, due to power loss from BEC’s power supplier. BEC did not preemptively cut power to Seabrook Island. St Johns Fire District has requested that residents stay off Johns Island roads with downed trees and power lines blocking roads. Early Thursday morning, September 5th, SJFD was responding to clear a downed tree from Seabrook Island Road.
 
Charleston County EMS has advised that its personnel will not respond to calls when sustained winds reach 40 mph. Charleston County has declared condition yellow, meaning high profile vehicles are to stay off those bridges.
 
Charleston County Emergency Management Department and the Town remain at readiness status "Storm Impacts Occurring or Imminent". The State of Emergency declared by the Mayor at the special Town Council meeting held on Tuesday, September 3rd, remains in effect. Town Hall closed at 2:30 pm on Tuesday, September 3rd, and will remain closed until Monday, September 9th.
 
Evacuated residents should not attempt to return to the Island until the Governor has lifted the evacuation order and the Town has confirmed that it is appropriate for residents to do so. The Town has established criteria for resident return which include availability of emergency services and sewer and water services and completion of debris removal from the roads within the Town. The Town does not expect resident return to begin before noon on Saturday, September 7th.

St. Johns Fire District has notified the Town that it has relocated personnel from the Seabrook Island Station. Residents should expect delays in fire and hazard response in consequence of that relocation.
 
Berkeley Electric Cooperative has not yet informed the Town of a decision to preemptively cut power. The Town will publish that determination when notified by BEC.
 
Evacuated residents should not attempt to return to the Island until the Governor has lifted the evacuation order and the Town has confirmed that it is appropriate for residents to do so. Hurricane Dorian is now a category 2 hurricane and has begun a slow northward movement off the coast of Florida at approximate latitude of Jacksonville. It is anticipated that heavy rainfall (6” – 10” up to 6” – 12”) and tropical storm force winds with the potential for hurricane force gusts in our area will begin as early as Wednesday afternoon, September 4th. The National Weather Service Charleston estimates that Dorian will be a category 2 hurricane and 35 – 50 miles offshore when it reaches Charleston. NWS Charleston cautions, that while that distance may appear substantial, the storm’s wind field is expanding. With midday high tide on September 5th, a storm surge inundation of 4' - 7' is expected. Isolated tornadoes are possible Wednesday afternoon and evening on September 4th. We urge residents to monitor National Weather Service updates for current information on the storm. The coast of Charleston County is currently under a Hurricane Warning (hurricane impacts expected within the next 48 hours).
 
Charleston County EMS has advised that its personnel will not respond to calls when sustained winds reach 40 mph. As a matter of policy, Charleston County has two advisory conditions for high-span or exposed bridges: when sustained winds reach 30 mph it will declare a condition yellow, meaning high profile vehicles are to stay off those bridges; when sustained winds reach 40 mph it will declare a condition red meaning all vehicles are to stay off those bridges. The Town will issue notice to residents of the active advisory condition. St. Johns Fire District has received two high water vehicles and two Hum Vees and those will be out in the community on September 4th to familiarize attending National Guard personnel with the area. In the event of relocation of apparatus by SJFD, the Town will be informed and will publish that information. In the event of equipment relocation, residents should expect delays in fire and hazard response.

Town Hall closed at 2:30 pm on Tuesday, September 3rd, and will remain closed until further notice.

​September 4, 2019 -- 10:00 am
 
St. Johns Fire District has received two High Water vehicles and two Hum Vees from the National Guard to assist, if necessary, in our area. Those vehicles will be staffed with 8 National Guard personnel as well as with St. Johns Fire District personnel. The National Guard will be taking the vehicles around Seabrook Island sometime today, September 4th, to familiarize themselves with the area. St. Johns Fire District has also strategically placed the small boats that were provided by the Kiawah Island Community Association.
 
St. Johns Fire District is tentatively planning to move personnel from Station 2 on Seabrook Island later in the afternoon of September 4th, but expects to leave a Medical Squad to respond to medical calls as long as weather permits. Fire Apparatus will respond to other fire and hazard emergencies, coming from a longer distance, as long as weather, wind or flooding permits. St. Johns Fire District will inform the Town when they relocate personnel and that information will be published by the Town.

​September 3, 2019 -- 3:30 pm
 
Evacuated residents should not attempt to return to the Island until the Town has confirmed that it is appropriate to do so. Residents who have chosen not to leave the island should be aware that for security purposes, beginning Wednesday morning at 6:00 am, as they have done previously, the Charleston County Sherriff’s office will set up an access control point at the Freshfields Village traffic circle. It is anticipated that the access control point will remain staffed until the storm has passed. Once the access control point has been established, the Sherriff’s office will monitor traffic coming back onto the island. Accordingly, they will ask for demonstration of residency or property ownership such as a driver’s license, Club membership card, utility bill or similar proof of residency or property ownership. We have asked the officers on duty to use common sense letting people back onto the island.

SIPOA has indicated that its security staff will continue to staff the gate as long as it’s safe to do so.

When it arrives off the coast of Charleston, Dorian is expected to be a category 2 hurricane.  Berkeley Electric Cooperative has informed the Town that it now contemplates the possibility of pre-emptive power outage to prevent damage to distribution equipment in the event of widespread flooding. The Town will issue notice to residents when BEC confirms that it will take that action. Charleston International Airport will close at 3:00 pm on Wednesday, September 4th and, at the earliest, reopen at 6:00 am on Friday, September 6th.

Hurricane Dorian is now a category 4 hurricane and westward movement in the vicinity of the Bahamas has dramatically slowed. The timing of the expected northward turn remains uncertain. Governor McMaster issued an evacuation order effective at noon on Monday, September 2nd, applicable to the Town of Seabrook Island. All residents are urged to heed the evacuation order. It is anticipated that significant impacts will occur in the form of heavy rain and tropical storm force winds in our area beginning as early as late Wednesday, September 4th, or early Thursday, September 5th. Rainfall will likely exceed the threshold for flash flooding and storm surge inundation of 4' - 7' are expected. We urge residents to monitor National Weather Service updates for current information on the storm. When it arrives off the coast of Charleston, Dorian is expected to be a higher strength storm than Hurricane Matthew was when it impacted our community. Berkeley Electric Cooperative has informed the Town that it now contemplates the possibility of pre-emptive power outage to prevent damage to distribution equipment in the event of widespread flooding. Governor McMaster announced at his press conference held early evening Sunday, September 1st, that he has issued an evacuation order effective at noon on Monday, September 2nd, for coastal communities of South Carolina. This order includes the Town of Seabrook Island. All residents are urged to heed the evacuation order.
 
Town Hall will be closed at 2:30 pm on Tuesday, September 3rd, and will remain closed until further notice. Anyone having official business with the Town should plan accordingly.
