Are you interested in serving on a town board, commission or committee? The Mayor and Council are currently soliciting applications from citizen volunteers for appointment to the following bodies:
Accommodations Tax (ATAX) Advisory Committee
  • Seven (7) seats to be filled on December 13, 2022 
  • Each appointment is for a two (2) year term ending in December 2024
  • The committee meets at least once per year at the call of the Chair
  • At least two members must be from the lodging industry and at least one member shall represent local cultural organizations

Board of Zoning Appeals
  • ​One (1) seat to be filled on December 13, 2022
  • Each appointment is for a five (5) year term ending in December 2027
  • The board meets on an as-needed basis at the call of the Chair
  • Each member must be a registered voter of the town
  • Board members must complete a six (6) hour planning orientation course during their first year and three (3) hours of continuing education in each subsequent year

Planning Commission
  • ​Three (3) seats to be filled on December 13, 2022
  • Each appointment is for a two (2) year term ending in December 2024
  • The commission meets on the second Wednesday of each month at 1:30 pm
  • Each member must be a registered voter of the town
  • Board members must complete a six (6) hour planning orientation course during their first year and three (3) hours of continuing education in each subsequent year

Charleston County to bring satellite voting unit to Seabrook Island on October 22nd

The Charleston County Board of Elections and Voter Registration will bring its satellite voting unit (SVU) to Seabrook Island prior to the town’s general election in November. Registered voters who meet the qualifications for voting absentee may vote at the SVU at following date, time and location:

  • Date: October 22, 2021
  • Time: 9:00 AM to 3:00 PM
  • Location: Seabrook Island Town Hall – Parking Lot (2001 Seabrook Island Road)

Individuals who wish to vote absentee must be a registered voter and meet one or more of the following criteria:

  • Students, their spouses and dependents residing with them
  • Members of the Armed Forces, Merchant Marines, Red Cross, USO, government employees, their spouses and dependents residing with them
  • Overseas citizens
  • For reasons of employment will not be able to vote on election day
  • Physically disabled persons
  • Persons on vacation
  • Persons age 65 or older
  • Persons admitted to the hospital as emergency patients on day of election or at least four days prior to the election
  • Electors with a death or funeral in the family within 3 days before the election
  • Persons confined to a jail or pre-trial facility pending disposition of arrest or trial
  • Persons attending sick or physically disabled persons
  • Persons serving as jurors in a state or federal court on election day
  • Certified poll watchers and poll managers

Voters do not need to complete an application prior to arrival at the SVU.

Town to Host DSO Open House on August 23rd from 2:00-4:00 pm

The Town of Seabrook Island will host a Development Standards Ordinance (DSO) Open House meeting on Mon. August 23rd from 2:00 to 4:00 pm. The meeting will take place at Seabrook Island Town Hall, 2001 Seabrook Island Road.

During the meeting, attendees will hear a brief overview from the project consultant (PLB Planning Group) about the town’s efforts over the last two years to review and update its DSO, as well as a summary of the goals and objectives of the new ordinance. The town’s Zoning Administrator will present a draft of the town’s new Zoning Map and will summarize the planned transition from the old zoning districts to the new. Following presentations, town officials and the project consultant will be on hand to answer questions and hear feedback from meeting attendees. 

The town is offering six ways to participate in the upcoming Open House:

NOTICE OF GENERAL ELECTION
TOWN OF SEABROOK ISLAND, SC
NOVEMBER 2, 2021
NOTICE IS HEREBY GIVEN that the Charleston County Board of Elections and Voter Registration will conduct a General Election on Tuesday, November 2, 2021 to fill one (1) seat for the office of Mayor, four (4) Town Council seats, and one (1) seat for the office of Utility Commissioner. This is a nonpartisan, at-large municipal election. Election results for each position will be determined by the plurality method. The term of office for the Mayor and members of Town Council will begin in January 2022 and expire in January 2024. The term of office for the position of Utility Commissioner will begin in January 2022 and expire in January 2028. 

The last day that persons may register to be eligible to vote in this election is October 2, 2021. If submitting a registration by mail application, it must be post marked no later than October 2, 2021.  

A Statement of Economic Interest form must be filed electronically (on-line) at http://ethics.sc.gov prior to filing a Statement of Candidacy and or Petition. Those requiring electronic filing assistance may contact the South Carolina State Ethics Commission at 803-253-4192.

Candidate filing opens noon on Wednesday, August 4, 2021 and closes 12:00 noon Friday, September 3, 2021. There are no filing fees for the office of Mayor, Town Council and Utility Commission. 

Residents desiring to file as a candidate for the office of Mayor, Town Council and Utility Commission must file a Statement of Candidacy with the Town Clerk/Treasurer at Seabrook Island Town Hall, 2001 Seabrook Island Road, Seabrook Island, SC. Additional information may be obtained by calling 843-768-5320. Office business hours are Monday through Friday, 8:00 a.m. to 4:00 p.m. 

Registered voters who cannot vote in person may be eligible to vote by absentee ballot. Absentee ballots may be obtained from the Charleston County Board of Elections and Voter Registration.  You may call 843-744-8683 or send an email to absentee@charlestoncounty.org to inquire about the availability of absentee ballots.  

At 9:00 a.m., on Election Day, the Charleston County Board of Elections and Voter Registration will begin the examination of the absentee ballot return envelopes. This process will take place at the Board of Elections office, 4367 Headquarters Road, North Charleston, SC.  

On Thursday, November 4, 2021 at 9:20 a.m., the Charleston County Board of Canvassers will hold a public hearing at the elections office, 4367 Headquarters Road, North Charleston, SC, to determine the validity of all ballots challenged in this election, and certify election results.    

This municipal election will be held under the new rules for providing Photo ID at the polling place fixed by law in this county. The following precinct and polling place will be open from 7:00 a.m. until 7:00 p.m.:

Town Council adopts strategic priorities for 2019-20

The Mayor and Council of the Town of Seabrook Island recognize the value of prioritizing its strategic goals and objectives in order to articulate a shared vision for future actions to be taken by Council and to ensure the most efficient and effective use of limited public resources.

On March 12, 2019, the Mayor and Council participated in a strategic planning workshop facilitated by a representative of the Municipal Association of South Carolina. The purpose of this workshop was to identify and rank the town’s strategic priorities for 2019-20

On March 26, 2019, Seabrook Island Town Council adopted Resolution 2019-12, entitled "A resolution to adopt the Town of Seabrook Island's Strategic Priorities for 2019-20." 

Below is a summary of the town's strategic priorities for 2019-20:
Must Do Items
  • Complete and adopt the Seabrook Island Road Master Plan; adopt ordinance(s) to implement the recommendations of the Seabrook Island Road Master Plan; complete a legal review of existing utility agreements for properties located outside the town limits.
  • Complete and adopt required updates to the town’s Comprehensive Plan (10-year update) and Beach Management Plan (5-year update).
  • Initiate and complete a comprehensive update to the town’s Development Standards Ordinance (DSO).
Should Do Items
  • Complete design, permitting and construction of drainage and other related improvements at Town Hall and within the Seabrook Island Road right-of-way. 
  • Develop and adopt a fund balance policy.
  • Consider adoption of an ordinance to transition Town Council from two-year terms to four-year staggered terms. 
  • Further define the roles and responsibilities of the town’s committee structure; consider adding citizens (subject area experts) to town committees; develop strategies to promote advocacy on behalf of the town’s interests and continuity of town leadership. 
Could Do Items
  • Complete a comprehensive review and update of the town’s Business License Ordinance; consider adopting the Municipal Association of South Carolina (MASC) Model Business License Ordinance; modify licensing policies and procedures to streamline the license renewal process.
  • Develop and implement an orientation program for new Town Council members.
  • Develop and implement an ordinance to ban single-use plastic bags.
Other Items

Administration & Finance 
  • Issue requests for proposals (RFP) and enter into new contracts for a landscape services provider and financial auditor.
  • Identify opportunities for local, state and federal grant funding and develop capacity for pursing grant opportunities.
  • Create a database of existing town contracts (vendors, terms, renewal dates, etc.)
  • Evaluate available revenue sources to address town priorities (property tax millage?); complete a comprehensive review of the town’s fee schedule to ensure that fees are competitive with neighboring jurisdictions and adequately cover the cost of providing services to the public. 
  • Implement a point-of-sale system to allow for the acceptance of credit and debit cards at Town Hall. 

Beach Management
  • Design and install new signage on the beach
  • Evaluate whether the town, rather than SIPOA, should take the lead on beach renourishment projects. 

Capital Projects
  • Complete design of a new garage and storage structure at Town Hall and submit to neighboring property owner for review and approval (as required by deed restriction).
  • Develop and adopt a Capital Improvements Plan (CIP) to plan for the periodic purchase, maintenance and replacement of town facilities and equipment. 
  • Evaluate the feasibility of a shared Town Hall-SIPOA office facility (cost sharing, space needs, etc.)  

Planning, Zoning & Code Enforcement
  • Pursue annexation of the Bradham Property adjacent to Bohicket Marina; identify threats and opportunities associated with other properties adjacent to the town limits. 
  • Continue the town’s engagement on regional transportation and land use issues affecting Johns Island and surrounding areas.
  • Document and address zoning and land use issues at Bohicket Marina (grandfathered uses, etc.) 
  • Review current short-term rental regulations and work with SIPOA to define who is responsible for administering and enforcing certain regulations (ie. town ordinance vs. private restrictions). 
  • Evaluate the relationship of the town’s zoning ordinance to existing PUD’s and determine whether it would be in the best interest of the town and its residents to replace PUD’s with standard zoning districts.

Public Engagement
  • Research and implement tools to improve access to public meetings using technology, to include a publicly accessible archive of audio and/or video files.
  • Research strategies to encourage more individuals to run for Town Council.
  • Seek ways to identify and tap into subject area expertise of town residents.
  • Provide public information regarding adoption of the new FEMA flood maps.

Public Safety
  • Develop and adopt a Sea Level Rise Master Plan and identify funding sources for implementation of the plan’s recommendations. 
  • Research FEMA’s guidance for private property debris removal (PPDR) to determine public assistance (PA) reimbursement eligibility when debris on private property is so widespread that it threatens public health and safety or economic recovery of a community; determine the role of the town and SIPOA in such situations.
  • Review town policies and ordinances to ensure that the public safety is adequately protected following adoption of the new FEMA flood maps; address any unintended consequences that may result from the implementation of the new base flood elevations (eg. building heights, etc.)

Utilities
  • Research and better understand the structure of the Seabrook Island Utility Commission, including its operations, service commitments and relationship to the town.
