Are you interested in serving on a town board, commission or committee? The Mayor and Council are currently soliciting applications from citizen volunteers for appointment to the following bodies:
Accommodations Tax (ATAX) Advisory Committee
  • Seven (7) seats to be filled on December 13, 2022 
  • Each appointment is for a two (2) year term ending in December 2024
  • The committee meets at least once per year at the call of the Chair
  • At least two members must be from the lodging industry and at least one member shall represent local cultural organizations

Board of Zoning Appeals
  • ​One (1) seat to be filled on December 13, 2022
  • Each appointment is for a five (5) year term ending in December 2027
  • The board meets on an as-needed basis at the call of the Chair
  • Each member must be a registered voter of the town
  • Board members must complete a six (6) hour planning orientation course during their first year and three (3) hours of continuing education in each subsequent year

Planning Commission
  • ​Three (3) seats to be filled on December 13, 2022
  • Each appointment is for a two (2) year term ending in December 2024
  • The commission meets on the second Wednesday of each month at 1:30 pm
  • Each member must be a registered voter of the town
  • Board members must complete a six (6) hour planning orientation course during their first year and three (3) hours of continuing education in each subsequent year

Town to Host DSO Open House on August 23rd from 2:00-4:00 pm

The Town of Seabrook Island will host a Development Standards Ordinance (DSO) Open House meeting on Mon. August 23rd from 2:00 to 4:00 pm. The meeting will take place at Seabrook Island Town Hall, 2001 Seabrook Island Road.

During the meeting, attendees will hear a brief overview from the project consultant (PLB Planning Group) about the town’s efforts over the last two years to review and update its DSO, as well as a summary of the goals and objectives of the new ordinance. The town’s Zoning Administrator will present a draft of the town’s new Zoning Map and will summarize the planned transition from the old zoning districts to the new. Following presentations, town officials and the project consultant will be on hand to answer questions and hear feedback from meeting attendees. 

The town is offering six ways to participate in the upcoming Open House:

Public invited to comment on draft updates to the town's Comprehensive Plan

Comprehensive Plan Drop-In Meeting:
Mon. April 15th (2:00-4:00 PM)
Seabrook Island Town Hall
The town will host a public drop-in meeting at Seabrook Island Town Hall on Monday, April 15th, from 2:00 PM to 4:00 PM. The purpose of this meeting is to gather public input on proposed amendments to the town’s comprehensive plan as part of a 10-year plan update. 

Over the last 8 months, the Seabrook Island Planning Commission has prepared draft updates for all 9 elements contained within the comprehensive plan. The Planning Commission is now in the process of presenting these draft updates for public review and comment prior to formally recommending the draft document to Town Council for review and adoption.

During the drop-in meeting, residents and property owners will have an opportunity to review the proposed updates at their own pace, ask questions of town and county staff and submit written comments and suggestions prior to leaving the meeting. Residents may also view the draft document and submit comments electronically by clicking here.

Planning Commission grants conditional approval for Kiawah Senior Living Facility encroachment permit

On Wed. October 3rd, the Seabrook Island Planning Commission considered a request from Atlantic Partners II, LLC (the "Applicant"), to grant an encroachment permit for a new driveway on Seabrook Island Road. The purpose of this encroachment permit request is to provide access to and from Seabrook Island Road for a proposed 200-unit senior living facility adjacent to the Freshfields Village Development. 

The Planning Commission discussed this request on four separate occasions: July 18th, August 15th, September 26th and October 3rd. In addition, the applicants participated in a town-hosted public informational meeting on August 7th, which was held at the Seabrook Island Club and attended by more than 200 residents. 

By a vote of 3-1, the Planning Commission approved the Applicant's request to grant an encroachment permit, subject to the following conditions:

  1. (No Construction Traffic) Until a certificate of occupancy has been issued by the Town of Kiawah Island for the proposed senior living facility, vehicles involved with the construction of the proposed senior living facility may not enter or leave the site of that facility via Seabrook Island Road. 
  2. (Other Terms and Conditions Binding) Applicant and Big Rock Partners, LLC ("Big Rock"), their members and assigns, agree to comply with all of the provisions, terms, conditions and restrictions set forth in Applicant’s July 16, 2018 Application for Encroachment Permit. 
  3. (Stormwater Impact) Applicant and Big Rock, their members and assigns, warrant that they will pay any and all expenses incurred by the Town of Seabrook Island, South Carolina (the “Town”) as a result of expenses incurred or damages suffered by the Town and/or or its residents as a result of increased storm water runoff from the senior living facility. Final storm water plans shall be subject to review and approval by the Town prior to the commencement of construction activities.
  4. (General Liability) Applicant and Big Rock, their members and assigns, shall indemnify and hold harmless the Town from any and all liability, claims and /or expenses (including reasonable attorney fees) arising out of or in any way related to bodily injury or property damage (i) occurring on Applicant’s property, at or near the entrance to the senior living facility and (ii) attributable to vehicular traffic entering or leaving the senior living facility. 
  5. (Pathway Liability) The Easement Agreement between Applicant and the Town, wherein the Applicant allowed the use of its property for a bike path to Freshfields Village, shall be amended to delete the Town’s indemnification of Applicant as set forth therein. Nothing in this condition, or the request therefore, shall be construed as a waiver of any immunities granted to the Town under the South Carolina Tort Claims Act. 
  6. (Tree Mitigation) Applicant and Big Rock, their members and assigns, shall fully mitigate, at their sole expense, the loss of or damage to trees resulting from construction of the senior living facility entrance and related modifications to Seabrook Island Road. The Town shall make the final determination of the type and size of required replacement trees and where they will be located. 
  7. (Pathway Maintenance) Applicant and Big Rock, their members and assigns, warrant that they will at all times keep those portions of the pedestrian/bicycle path lying near the entrance to the senior living facility in good maintenance and repair. 
  8. (Pathway Signage) The Town shall select and locate vehicular and bicycle/pedestrian traffic signage associated with the Seabrook Island Road entrance to the senior living facility at the sole expense of the Applicant and Big Rock. 
  9. (Future Access) In recognition of the Town’s declared policy of limiting access to the portion of Seabrook Island Road at issue, Applicant and Big Rock, their members and assigns, agree to share their conditionally permitted driveway with the developer of the neighboring property currently owned by Haulover Creek Development, or alternatively at the Town’s option, to close their conditionally permitted driveway and use a central entrance from Seabrook Island road that is permitted by the Town for construction on the neighboring property. 

At this time, the applicant may accept the conditions and move forward with the encroachment permit, appeal the Planning Commission’s decision to Seabrook Island Town Council for de novo review, or withdraw its request.

The Town of Seabrook Island wants to hear from YOU!

We're currently conducting a community survey as part of our 10-year comprehensive plan update. Survey responses will be collected until August 31st.

About the Comprehensive Plan Update

The town recently kicked off an update to its Comprehensive Plan, a process which is required by state law to be completed every 10 years. A Comprehensive Plan serves as a type of “strategic plan” for the community. The plan will include a total of nine topics or “elements” including: land use, transportation, housing, natural resources, cultural resources, economic development, population, and priority investment. The plan will include an inventory of existing conditions, as well as specific goals and implementation strategies for each element. The plan will serve as an overall vision for the community and will guide future policy decisions of Town Council.

As part of the planning process, the town is inviting residents to participate in a community survey between August 8-31. The town’s comprehensive plan survey is separate and distinct front other surveys you may have received, including those from the Club or SIPOA. Those surveys are used for Club and SIPOA purposes and are not a part of the town’s efforts to review and update our Comprehensive Plan.

The draft version of the Comprehensive Plan is expected to be completed by the end of this year. Prior to adoption, the town will also host a community drop-in meeting and public hearing, both of which will take place in early 2019.
